SEVENOAKS DISTRICT COUNCIL

Current Stage

The Council undertook a call for sites in Autumn 2015 to find out which sites might be suitable for development in the new Local Plan.

The Issues and Options consultation is currently running until summer 2017

Next Stage

A Draft Local Plan consultation will commence from Spring 2018 and a Pre-submission publication will be submitted in summer 2018. After this, a formal submission will be made in autumn 2018

Intended Adoption Date

Adoption of the Local Plan is expected for summer 2019.

SHEPWAY DISTRICT COUNCIL

Current Stage

Public feedback will open on 7 October on the Places and Policies Local Plan

There is currently no information available (as of October 2016) on the next stages of the Plan and the intended adoption date.

 

Intended Adoption Date

If the Plan is sound, the Council intends to adopt it in Autumn 2017.

SLOUGH

Current Stage

The Call for Sites consultation finished in July 2016. As of October 2016, there is current no update on the next stages and the adoption of the Local Plan.

Next Stage

The Council’s website has not been updated since the call for sites was extended until 4th March. There is currently no timetable and no suggested time period for the adoption of a new Local Plan.

SOUTH BUCKS CHILTERN DISTRICT COUNCIL (joint local plan with Chiltern District Council)

Current Stage

Preparation is being made for the next public consultation phase – ‘Preferred Options’. Consultation responses will help inform decision of the draft Local Plan. It is anticipated that the public consultation will be for 6 weeks from 31st October until 5pm on 12th December 2016.

Next Stage

Decisions on the draft Local Plan are expected for March/April 2017 and The Council intends to submit the Plan to the Secretary of State in September 2017 and hopes that the independent examination will take place in December 2017.

Intended Adoption Date

The Council hopes to adopt the Plan in June 2018.

SOUTH CAMBRIDGESHIRE

Current Stage

The Local Plan was submitted to the Secretary of State in March 2014. The Councils carried out additional work
to address the issues raised by the Inspectors, and identified a small number of modifications that need to be made to the Local Plans. The Councils sought views on the proposed modifications through public consultation undertaken between2 December 2015 and 25 January 2016.

The Councils have considered the results of the public consultation and on 31 March 2016 the Councils submitted the consultation responses, evidence base documents and associated proposed modifications to the Inspectors for consideration.

Next Stage

On 29th January 2016, a skeleton hearings programme was published, including a preliminary draft programme which indicates the likely future hearings blocks for South Cambridgeshire Local Plan and Cambridge City Local Plan. These hearings can be subject to change. In addition, any findings found by the Inspector will need to be included to make the Local Plan sound.

Intended Adoption Date

It is expected that the Local Plan will be adopted in 2017.

SPELTHORNE

Current Stage

An early stakeholder engagement process began in October 2014 and continued until January 2016.

Consultation on the Pre-Publication Local Plan will commence in November 2017 for 6 weeks.

Next Stage

Consultation on Issues and Options for the new plan, which was programmed for July/August 2016, will not now take place until at least the Spring of 2017.

Intended Adoption Date

Proposed date of adoption is October 2019.

ST ALBANS

Current Stage

The Council has just closed representations on its Strategic Local Plan Publication Draft which will set out the planning strategy for the City and District of St Albans. This consultation period ran between 8th January 2016 and 19th February 2016.

Next Stage

The Council will consider all valid representations, which will be submitted along with the Plan for independent examination.

Intended Adoption Date

The Council intends to adopt the Plan in July 2016.

ST EDMUNDSBURY

Vision 2031 consists of three Local Plans: Bury St Edmunds Vision 2031, Haverhill Vision 2031 and Rural Vision 2031. There were adopted on 23rd September 2014 and identify where growth will be allowed and what local services are required for residents to enjoy a good quality of life.

STEVENAGE

Current Stage

The Local Plan was submitted to the Secretary of State on 21 July 2016.

Next Stage

The Council is expecting to submit the Plan to the Secretary of State in May 2016. Following this, the Plan will undergo an independent examination by the Inspector, which is expected to take place in September 2016. The examiner’s report will then be published in November 2016.

The next stage is for a public examination to be held.

Intended Adoption Date

It is expected that the Local Plan will be adopted in December 2016 and the Council will review the Plan two years after its adoption.

SUFFOLK COASTAL

Current Stage

The Council adopted the Core Strategy in 2013 and is now drawing up further parts of the Local Plan. The Council is currently creating a pre-submission proposal, which started in February 2016 and is expected to finish in March 2016.

Next Stage

Once the pre-submission proposal is finished it will be submitted to the Secretary of State before being independently assessed by the Inspector in May 2016. The examination hearing is expected to be heard in July 2016 and the Inspector’s report will be published in October 2016. This will inform the Council whether the Plan is ‘Sound’ or ‘Not Sound’ and will include proposals to make the Plan ‘Sound’.

Intended Adoption Date

The Council intends to adopt the Local Plan in November 2016.

SURREY HEATH

Current Stage

The Council is currently undertaking a formal call for sites alongside Rushmoor Borough Council, which is due to finish on 14th March 2016. However, the Council adopted a Core Strategy on 1st February 2012.

Council adopted Core Strategy on 1st February 2012 and it now forms part of the Development Plan.

SWALE BOROUGH COUNCIL

The Council’s Local Plan is being prepared in two parts:

• Part 1: Bearing Fruits 2031: Swale Borough Local Plan – publication version.
• Part 2: Swale Borough Local Plan: Gypsy and Traveller Site Allocations.

The latest update indicates that the Council has had a number of consultations and the Local Plan was submitted for independent examination in April 2015.

Current Stage

The Bearing Fruits Main Modifications Consultation was open during summer 2016 and has now closed.

Next Stage

The comments received on this consultation will be passed on to the Planning Inspector for consideration. It is likely that further examination hearing sessions will take place, probably in the autumn of 2016. Following these a Final Report on the plan will be issued by the Planning Inspector. This will determine whether the Local Plan is sound and may include recommendations from the Inspector to make it sound. The Inspector’s report and recommendations are binding and recommendations will need to be incorporated into the Plan. Once this has been done, Swale Borough Council will adopt the Local Plan.
